Nestled in the heart of Baguio, SM City Baguio is not only the largest shopping mall in the North Luzon region but also a vital cultural and commercial hub for the area. It stands as a testament to the city’s rich history, blending modern retail with natural beauty. Here’s a look at how SM City Baguio came to be and its significance in the region.
SM City Baguio sits on a prime location atop Luneta Hill, overlooking the picturesque Burnham Park and the Baguio City Hall. But this site wasn’t always home to a sprawling shopping complex. The lot was once occupied by the iconic Pines Hotel, a renowned establishment that burned down in 1984.
In 1988, SM purchased the property after it was foreclosed by the Development Bank of the Philippines (DBP) for just ₱2,000 per square meter. The acquisition wasn’t without its controversy, as local businesses and residents opposed the sale, particularly over concerns about the future of the land. Despite challenges and legal disputes, including objections from politicians and businessmen, the development went ahead.
Though discussions about building a mall began as early as 1995, it wasn’t until 2001 that construction of SM City Baguio actually began. SM's founder, Henry Sy, originally considered developing a hotel at the site but ultimately opted for a shopping mall instead. By 2003, SM City Baguio officially opened its doors to the public, offering a mix of shopping, dining, and entertainment that quickly made it a destination of choice for locals and tourists alike.
SM City Baguio’s design stands out for its harmony with the surrounding natural landscape. Drawing inspiration from the indigenous architecture of the Cordillera region, the mall’s design incorporates elements such as wide verandas resembling the famous Banaue Rice Terraces. The structure’s atrium is designed to take full advantage of natural ventilation, making it one of the first malls in the country to forgo air-conditioning in its common areas. This eco-friendly approach is complemented by the use of recycled water throughout the building.
The mall spans an impressive 176,073 square meters and features six levels with a wide array of retail stores, cinemas, and a Cyberzone. It also houses the first Department of Foreign Affairs (DFA) Consular Office in the Cordillera region, offering passport services to locals.
Sky Ranch and New Attractions
As SM City Baguio evolved, it introduced exciting attractions for visitors of all ages. In 2018, Sky Ranch Baguio opened just beside the mall, offering thrilling rides, including the Baguio Eye—a 45-meter Ferris wheel that provides breathtaking views of the city and beyond.
Other notable additions to the complex include Sunset Terraces and the Carpark Annex, which expanded parking space and enhanced the overall mall experience. In 2020, the Sky Terrace was unveiled, offering yet another space for visitors to relax and enjoy the fresh mountain air while shopping and dining.
The Controversy: Tree Cutting and Environmental Concerns
Despite its many successes, SM City Baguio's expansion has been surrounded by controversy, particularly over the cutting of trees in the area. In 2012, the mall announced plans to expand its parking and entertainment spaces, which required removing over 100 pine trees on Luneta Hill. This sparked a series of protests, with environmental groups rallying against the plan to cut the trees.
The protests, dubbed “Occupy SM Baguio,” drew thousands of people who voiced their opposition to the destruction of the area’s natural beauty. Despite public outcry and even a petition to stop the project, some trees were uprooted to make way for the expansion. The issue became more intense, with international figures like musician Sting voicing support for the protestors.
In 2015, the Supreme Court ruled in favor of environmental groups, issuing a temporary restraining order on tree cutting. Eventually, in 2019, SM City Baguio was permanently banned from cutting or relocating trees on Luneta Hill.

Today, SM City Baguio stands as a symbol of the city’s growth, offering modern amenities while respecting the natural landscape. With its eco-friendly design, vibrant attractions, and unique location, it continues to be an essential part of the Baguio experience.
